Start an energy-saving scheme with all of the energy companies taking part. Customers wishing to take part would be judged on last year's usage; those who save on their bills would get lower bills, plus a reward from the companies. There would also be a community fund for people who would like to be able to save, but who cannot save due to having medical equipment running in the house. Finally, a community pot for the local mentally ill charities.
