Boost energy savings, by making only working smart meters count, not just installing them go towards a performance bonus. If a meter has been installed but later dies, or does not have the latest software the energy company must fix it, BEFORE it counts towards their performance targets. People want to save on their energy bills.

Reduce or abolish standing charges, this would also boost spending power of all of the people. More money in your pocket = more spending = better economy = A happy Chancellor. (Just how we like him.).
