We need to design strategies to ensure our communities are resilient. In the water industry we have SEMD: Security Emergency Management Directive where we look for single points of failure. Such techniques should be introduced more widely. Attention should be paid to risks that impact multiple services and small failures that when combined can snowball into major catastrophes.
